
This is also in vanilla, but vanilla doesn't have half of the map trying to end you the moment you start. If you want to neutralize relations with a lot of the people, just join a faction (like the wood elves, or someone you know you won't care about later on) and then immediately leave it for a flat 0 relation with everyone in the game. Since a lot of factions have large armies running around (like the demon hoard, for example) trying to go through factions that hate you will end up crushing you, or giving you a very nice experience boost (that is later though). The only issue is getting them armour and gear for their race if you just so happen to be at war with them. Also, get a few of those random cheap companions, since they start at level one, you can make them into anything. I believe the scouts for the empire are witch hunters, which are low armoured 2 handed swordsmen, nothing to worry about except for the masters. Scouts are usually less then 10 troops, mostly containing low level cav (Kislev is an exception) or some special infantry. Scouts are also a possibility, as long as you outnumber them by 2, and you aren't going against Kislev Scouts, those bear cav will fuck you up. They are spread out around the factions' land, and usually have 5-20 low level troops, nothing very strong. If you haven't already noticed, some good parties to harass for the first few troop tiers would be foragers from any faction.
